State
A state in Septempontia is a Land which has its own constitution, laws, and self-government, subject to the Imperial constitution and laws.
States are contrasted with Provinces, which do not have constitutions and laws of their own and are governed by Imperial law only.
States are entitled to votes in the Landsrið.
