A province is a Land which does not have its own constitution and laws. Provinces are administered according to Imperial law.
Provinces hold no votes in the Landsrið, and are governed directly by Imperial law. Imperial citizens may take up legal residency in the Provinces if they wish.
Provinces become States upon a supermajority of the Landsrið approving a proposed constitution and list of citizens for them.
