This displays the flag and arms of an entity side by side in a table, to be included in an infobox. The parameters are:

flag for the flag file
arms for the arms file
name for the name of the entity, for caption. Derived from the name of the page, if not provided.
flagalt, armsalt for alt text, if desired.
